NYPD - Heroes Again? You Decide

All of us have heard about the vaunted NYPD ad nauseum since Giuliani came to power, and especially since 9/11 - "how brave, how resourceful, how effective!" (especially at killing and maiming immigrants, but I digress). Note, however, who found the body of the Julliard student missing for a week;

"...21-year-old Sarah Fox, a popular aspiring actress in Juilliard's prestigious drama program. No arrests have been made. The victim vanished May 19 after leaving her home in work out clothes, possibly for a run in nearby Inwood Hill Park. Her body was discovered there six days later by a volunteer search team. The disappearance sparked an intense hunt by family, friends and residents from Fox's hometown of Pennsauken, N.J. When the search party found the body on Tuesday, ``Someone yelled, 'Help!''' said searcher Joe Higgins, Fox's next-door neighbor in Inwood. ``Your gut drops. ... This is as bad as it gets. It's every parent's worst nightmare.''

So let's see, they don't go looking for the body where she was last known to have gone, and they can't find the murderer, even though he apparently left obvious clues. So exactly why are the citizens of NYC paying these jokers, exactly?
