Do We Really Need a Law for This?

Apparently, the Senate of the Commonwealth of Pennsylvania has nothing better to do than to codify the rights of school students to have their picture taken by whomever they want.
Section 528. Pupil Yearbook Pictures.--The board of directors of any school district may enter into a contract with a photographer for the taking of pupil yearbook pictures. The hiring of a photographer by a board of directors shall not prohibit a pupil from engaging a photographer of the pupil's choice nor prevent a picture taken by that photographer from appearing in the yearbook if the picture meets the specifications of the yearbook staff.
Nowhere in the bill does it call for the cutting of state senators' paychecks, though.
