Exactly. With the additional benefit that you condition the little kiddie-poos to expect something for nothing.
In reality, the bonehead that pulled this off knows full well that the first step in starting a successful youth program is to get kids to show up. And what better way to do that than to give stuff away for free! And the fact that it is someone else's money makes it just that much easier (and more probable).
Forget. for a minute, that that money should ALL go back to the taxpayers - why not, if you are a committed socialist, use the money to buy computers? Football helmets? Spruce up the graffitti maybe? But VISORS?
