...well, pretty much. The program to convert four of the now largely useless nuclear-armed subs to use conventional missiles will cost $1.4 BILLION.
So far, the idea DOES NOT EVEN WORK.
Unsurprisingly, the senators from (where the work will be done) Connecticut (Chris Dodd & Joe Lieberman) and Rhode Island (Claiborne Pell)? and (where the subs will be based) Hawaii (Daniel Inouaye) are all for it.
What did Ronald Reagan say about big government again? Oh, right - he didn't really mean it.

We did. Except then we kept diluting the value of the salaries, and we never gave them COLAs. And we insisted on forcing a Jewish government on a bunch of Arabs that lived in Palestine already when we created the modern state of Israel. So they got pissed - they still take our money, but now they attack us too. Except Iraq - they just took our money. So we invaded them.
Can someone please tell me how firing conventional missiles from subs will help in our present situation?
Again, we're only looking at one side of the equation. Even if you are a believer that the government must (and, indeed, can!) do something to protect us, you'd have to wonder if you couldn't simply purchase all of our enemies for much less than that. You don't think you could have gotten Hussein to live peacefuly in exile for far less than $200 billion? Heck, why purchase just enemies? Put the whole world on the payroll!
